Plans had been submitted to Epping Forest District Council for a 38-hectare solar farm of land to the northeast and east of Tawney Common and Tawney Lane.
Councillor Will Kauffman told the planning committee: "This is a green belt field.
Councillor Sue Jones said: “I personally do think there is a strong argument for refusal along green belt grounds This is rolling green belt This is no way as Councillor Kauffman said is grey belt.
Our argument is that the perceived benefits of this application in no way outweigh the negative impacts of the green belt."
