Expect to be filmed as council adopts new practices for public speakers

To get a spot, residents must register by 4pm the day before and nominate what they want to speak about. The same page says no more than four speakers can speak on the same agenda item - two for, two against - and a person can apply to speak on up to two agenda items per forum.
