Several countries are working to avert all-out war in the region, but European states are not among them, he argued. The Revolutionary Guard was previously designated a “foreign terrorist organization” by the United States in 2019 during President Donald Trump’s first term. Analysts say the EU’s terrorist designation of the IRGC is largely symbolic.
