The city of Cullman officially terminated its wastewater treatment plant superintendent on Tuesday, Jan. 27, a little over a month after allegations that he had hidden cameras in a restroom at one of the department’s facilities. Shannon Calloway was arrested on Dec. 17, 2025, and charged with two felony counts of aggravated criminal surveillance. Calloway was placed on administrative leave on Dec. 12, 2025, five days before his arrest, and a follow-up, pre-disciplinary hearing was held with Mayor Woody Jacobs. While Jacobs was absent on Tuesday, the council heard his recommendation for termination following a closed-door meeting with the city’s Human Resources Director, Michelle Bates. When presented with the option to either endorse Jacobs’ recommendation or to reinstate Calloway, the council unanimously opted for termination.
