Ghana’s central bank has mandated that all existing rural banks must convert into community banks by March 31, 2026, marking a fundamental shift in how financial services reach underserved populations across the country. The overhaul replaces the previous four tier structure with four distinct categories: Microfinance Banks, Community Banks, Credit Unions, and Last Mile Providers. The new thresholds stand at GH¢5 million for existing community banks and GH¢10 million for newly licensed urban community banks, representing a significant increase from current levels. The framework introduces ownership structure changes requiring community banks to adopt broader local participation models. A central component of the restructuring involves expanding the mandate of ARB Apex Bank Limited, which will now provide shared services across microfinance banks, community banks, and licensed credit unions.
