The dramatic retreat of the soft glacial-till cliffs has made Happisburgh in Norfolk a symbol of coastal vulnerability. Under the new scheme, £18million of the total funding is earmarked for high-risk zones in the East Riding of Yorkshire, Norfolk, and Suffolk.
