SPRINGFIELD — The man sighed when asked where he would be sleeping. Seven teams looked for people sleeping on the street and recorded their numbers for the Springfield-Hampden County Continuum of Care. “Continuums of Care around the country do this,” said Gerry McCafferty, the city’s housing director, who leads the county group. The federal government requires Continuums of Care areas, grouped by the federal government, to count unsheltered people every other year. The total included 211 people sleeping outside on that January evening, about 80 of whom were in Springfield.
