During this extended period of extreme cold, the City activated its Severe Weather Response Plan and coordinated with partners to extend critical services. Housing and homelessness remain priority areas in the City’s Community Safety and Well-Being Plan and will continue to guide our work. Any meaningful response must be grounded in reconciliation and strengthened partnerships with Indigenous leadership, respecting Indigenous rights, knowledge, and self-determination. While a state of emergency is one possible tool, it will not in itself unlock new housing or funding.
