The debate considered the expansion of Helen’s law, named after Merseyside woman Helen McCourt, who was abducted, raped and murdered in 1988 while walking home from work. The first part of Helen’s law was introduced “to ensure that this deliberate silence is treated as a serious and relevant factor in parole decisions”.
