Submitted by CHL (Glasgow) - a joint venture between Calmont Developments and Hargreaves Land - the proposal argues that the building, built in the 1980s, is no longer suitable for office use. Instead, papers state, the site could be turned into student flats to address their "well-documented shortage" in the city.
