Cookeville, TN – On January 27, 2026, officers with the Cookeville Police Department responded to a welfare check at a residence on Holladay Road following multiple 911 hang-up calls. The calls led officers to make contact with an adult female at a nearby business, who reported concerns about the safety of a child inside the home. Officers responded to the residence and were granted consent to enter and check the welfare of the children inside. As a result of the investigation, both Scott Vossler and Morgan Vallance were booked into the Putnam County Jail with the following charges:•Vossler was arrested and charged with 6 counts of misdemeanor child neglect and 4 counts of felony child endangerment. •Vallance was arrested and charged with 6 counts of misdemeanor child neglect and 5 counts of felony child endangerment.
