Surplus lines premium volume rose 7.8% in 2025

The 15 states with surplus lines insurance stamping offices processed policies with $90.32 billion in premium volume last year, a 7.8% increase over 2024.
The stamping office states, which include the most populated states, are those with state-designated entities to process nonadmitted insurance policies.
Among those states, Oregon reported the largest premium increase, at 23.8%, followed by Utah at 21.4% and Pennsylvania at 16.2%.
California reported the highest premium volume, at $22.1 billion, a 5.7% increase, followed by Texas with $18.2 billion, a 9.8% increase.
Nonprofessional liability was the largest category of coverage, with $38.42 billion in premium volume across all states reporting, up 11.7%, followed by property at $27.96 billion, up 2.3%, and professional liability at $8.29 billion, up 5.1%.
