Baltimore County police identified the person charged in connection with a fatal hit-and-run Tuesday morning in Sparrows Point. Todd Hunes Jr., 19, was struck and killed by a pickup truck in the 5200 block of North Point Boulevard, police said. A shop owner who saw surveillance video of the incident said Hunes was walking south when a pickup truck struck him from behind and fled. Residents said speeding has been a problem on North Point Boulevard for a long time — an area which has seen increased traffic due to new development in the former Bethlehem Steel area. “Roads and sidewalks are snow covered, so pedestrians may need to walk in the roadway.
