Biddeford seeks belated council approval of $20,000 parking plan greenlit by former officials

The Biddeford City Council is set to discuss a parking plan to allow free parking for downtown workers.
But it never went before the City Council or its Finance Committee for approval — a move that the city’s attorney says appears to violate city code.
Grohman, the former mayor, said that’s why the parking program was never considered by the City Council or Finance Committee.
If the money hadn’t gone toward the free parking program, it would’ve been included in a stabilization payment.
The Finance Committee voted last week to send the matter to the City Council, which is scheduled to consider it at its next meeting Tuesday night.
