In 2025, FDRA found that footwear prices were flat despite U.S. tariffs. If the tariffs imposed by the Trump Administration under the International Emergency Economic Powers Act (IEEPA) are ruled illegal by the Supreme Court, importers may be eligible for refunds. He also noted that President Trump has acknowledged that bringing significant footwear production back to the U.S. is not feasible. The tariffs have largely led footwear products to further shift from China to Vietnam and, secondarily, to Indonesia and Cambodia. The negative repercussions of continued higher-than-expected tariffs include not only the potential for higher consumer prices but also reductions in vendor hiring to offset the cost of tariffs.
