The Road Fund Administration (RFA) of Namibia recently published its Integrated Strategic Business Plan for the 2024 – 2029 period, highlighting financial constraints in the Road User Charging System (RUCS). This translate to a shortfall of N$3.6 billion, which rises to N$15.3 billion over a five year horizon. To address the N$3.6 billion gap, the RFA suggested periodic adjustments to the RUCS and the exploration of new revenue sources. The business plan outlines a targeted strategy to gradually increase funding for both national and urban maintenance.
