Reginald Wilson has served 34 years for the chilling murder of respected consultant and father-of-three, David Birkett.
Wilson was transferred to an open prison in 2023 and, in October last year, he was deemed fit for release by the Parole Board.
The Parole Board has now blocked this last-minute application, which contained details of fresh offending while Wilson worked in open prison conditions.
This, said the Parole Board, was in spite of him having "a considerable amount of money" in savings.
The Parole Board decision states: "He was subsequently spoken to and was unable to explain why he stole the items.
