Residents close to Teats Hill flats in Commercial Place told PlymouthLive they spotted three police cars and an ambulance by the block of flats on Wednesday evening. Later that same night, more officers - including armed officers - were seen at the Tamar House tower block in James Street, Devonport. One witness told PlymouthLive: "Just inside the front door I saw a group of armed officers facing a lad while one was recording him and there were armed officers outside, escorting residents to a lift or stairwell."
