DULUTH — A long-idled waterfront property soon may be returned to productive use. A DEED announcement references initial plans for "two, five-story apartment buildings with a total of 509 units." Amanda Anderson, an economic developer for the city of Duluth, said the site has "a complex history," noting that it's actually composed of six contiguous land parcels. In the 1800s, a wooden shipping dock operated along this piece of waterfront, but the slip was later filled in. In the absence of a steady long-term site, Schwanke said Inland could ill afford to gamble on a development with an estimated value of around $160 million to $170 million.
