International Post Corporation’s (IPC) is expanding the use of its PDDP (Postal Delivered Duties Paid) service across Europe as postal operators prepare for a new wave of import taxes and handling fees on low-value parcels. The IPC PDDP service has played an instrumental role in resuming traffic to the US following the removal of the de minimis. Following tremendous demand resulting from the US changes, IPC is now turning its sights on support for EU member states. Both Italian and Romanian authorities have already introduced new temporary fees on low value imports and might be followed by other EU member states. As part of the EU Customs Reform, the EU will introduce a €3 flat rate duty charge on all low-value parcels (≤ €150) imported from outside the EU as of 1 July 2026 and a €2 customs handling fee as of November 2026.
