The draft voters’ lists, based on the Special Intensive Revision (SIR) of the Uttar Pradesh electoral rolls, were published on 23 December 2025. Under the SIR, voters are being classified into three categories. The third is “Neither” – voters whose names figure neither in the 2003 list nor in the 2025 list. The result was that those figuring in the 2003 voters’ list were also slotted in the third category. With 12 BLOs dead, Uttar Pradesh leads the pack, followed by Madhya Pradesh (9), Gujarat (5) and West Bengal (4).
