Nearly three years since the ethnic violence began in Manipur, a State now under President’s Rule, the cycle of grief at the camp appears unending. Many IDPs have now begun leaving the camp, with local organisations and the State government pressing to close these camps. Registering an FIR for any of these crimes seemed impossible for the Kuki-Zo people, who had faced violence in Imphal.
