It comes as the council’s Executive backed budget proposals for the coming financial year which include increasing council tax by the maximum 4.99 per cent allowed. The executive heard council tax bills would remain about £200 lower for Band D homes compared to the national average. Measures proposed following the Government’s Fair Funding Review include setting a notional average council tax level of £2,060. It aims to equalise funding across local authorities by taking their ability to raise income from council tax into account. Cllr Lomas said York would lose around £200 for every Band D property due to setting council tax below the notional level.
