The Local Government Association is moving ahead with plans to pursue a statutory duty on climate change for councils, despite political division. Last year the LGA adopted the headline position that councils should get the statutory duty, with powers and funding, to lead on climate action. An eight-week public consultation reaching a “clear consensus” on the proposals, there was political division during the inaugural neighbourhoods committee meeting in October. Under these new rules, the group is required to meet a cross-party threshold of at least three political groups’ approval in the absence of full political consensus. The proposal for councils to have a duty to mitigate or adapt to climate change was approved, with 13 members across three political groups voting in favour and five members across two groups voting against.
