The home, located in Bowburn, can now legally operate permanently, following a decision by the Durham County Council planning officer after only being a temporary facility previously. Despite objections, including those from the parish council, MP Alan Strickland, and Commissioner Joy Allen, council officers approved the home's continued use. Objections cited concerns related to 70-plus police visits, 35 recorded crimes, and 45 "missing episodes" involving residents at the home since 2023. Durham Police shared concerns about the risks of children being exploited by organised crime gangs, while Ms Allen highlighted the increased pressure on police services. An increase in full-time staff from two to five, and the use of both car and bicycle parking spaces, have been planned.
