A planning inspector, appointed by the Secretary of State, has dismissed an appeal by two HMOs in Bell Avenue and Park Drive after the owners changed their use without consent. The HMOs, for seven occupants in Bell Avenue and for five occupants in Park Drive, were both described as causing "significant harm" to the surrounding area, through "noise, disturbance and activity". Following reports from residents and full investigations into the houses, planning officers ordered the owners to stop the HMO use and remove the associated works. They argued that they had "not seen any report by the council that led to the notice being issued". "I want to congratulate our planning enforcement team for their professionalism and commitment.
