The offender approached the victim at a parking payment machine in Radlett saying she needed to register her car. He then said to put her bank card in and enter the PIN, even though the machine does not request this. After watching her enter the number, he distracted her and took the card before walking away. A traffic warden helped her by phoning the bank, which stopped the offender just as they were attempting to withdraw money from a cash machine outside Tesco. Herts Police believe further, separate, attempts then took place in Bushey and Radlett later that day (January 29).
