Even then, the complaint says, her doctors were unsure if she was sick enough to qualify for the exception to Arkansas’s abortion ban. State law required her to be accompanied by a friend or family member, and Howland’s husband was unable to drive due to epilepsy. Regarding the three prosecuting attorneys named as defendants, the complaint says they are included because Arkansas law requires them to bring charges against anyone violating the abortion ban.
