That figure includes more than 8m people receiving Universal Credit, reports the Daily Record.
To be eligible for DWP benefits, including Universal Credit, people must satisfy specific eligibility requirements and the sum they receive depends on their circumstances.
The DWP clarified: "Sometimes people tell us the wrong information or do not tell us when their circumstances change.
Universal Credit is a means-tested benefit typically paid monthly.
