The Portland Police Bureau is required to conduct extensive investigations whenever police use deadly force or someone dies during an interaction with officers. The city’s Independent Police Review is then required by city code to hire an outside expert to review the completed investigations. OIR Group, which reviewed Chasse’s death, has produced nine reports on Portland Police Bureau uses of deadly force and in-custody deaths. Two additional shootings would have been included in the review, but were blocked due to ongoing litigation, the report said. Another significant recommendation, Gennaco said, was that Portland police commit to investigating what leads up to a shooting.
