Take it as step further and you have ecophobia, which is more centered around environmental problems. The phobias can be genetic, environmental or triggered by trauma and can further lead to depression in some cases. If it is the snow that is of direct concern, chionophobia would be the condition, which is a fear of snow and snowy weather. The wind was wily too and if it was the reason for discomfort, then it would be called anemophobia.
