ROCHESTER — A request to raise a portion of 49 acres in southwest Rochester out of a 100-year floodplain along Cascade Creek is moving forward. Seth Loken, Rochester water resources engineer, said that’s been a primary focus of the staff review of the proposed site changes. ADVERTISEMENTPlanning and Zoning Commission member Bob Cline, who cast the sole opposing vote to Wednesday’s recommendation, expressed some concern about the timing, noting future site plans could move forward before the site is prepared. The potential scale of the proposed apartment complex is not defined in the application, and developer representatives have said future plans will spur additional review. For now, the next level of review will be at a future City Council meeting, which will include a public hearing to gather input on the proposed conditional-use permit.
