How ICE detainers work in Minnesota prisons, explained by DOC

5 EYEWITNESS NEWS talked to Minnesota Department of Corrections (DOC) Commissioner Paul Schnell about the ICE detainer process.
He said when an individual enters DOC custody, staff notify ICE if the person is a non‑citizen.
The DOC said that as of Jan. 28, seven people had been transferred to ICE custody in 2026.
He said there are about 370 non‑citizens in DOC custody, and roughly 270 of them have detainers.
We will turn them over to ice upon completion of the custodial portion of their sentence,” Schnell said.
