— The Mills City Council is moving forward a formal process for residents to seek relief on water bills following significant leaks or other extenuating circumstances. Under the new guidelines, customers may be eligible for a bill adjustment if a leak occurs on their side of the water meter. Additionally, the metered water usage for the period in question must exceed three times the usage recorded during the same billing period in the previous calendar year. These adjustments are restricted to a maximum of the three billing periods immediately preceding the date the leak was verified. The ordinance has not been made official yet, and will need to be approved on two more readings before it becomes law.
