KINGSTON, N.Y. — Mayor Steve Noble on Wednesday stopped short of fully supporting a state rent stabilization reform bill as it is currently drafted, mainly expressing concerns with how a state agency administers rent stabilization. The law allows municipalities to establish rent control and was originally only applicable to New York City and Nassau, Westchester, and Rockland counties. Noble suggested that opting into and administering rent stabilization should instead be handled entirely at the municipal level by cities, towns and villages. “Communities like Kingston should be allowed to fully manage and control the rent stabilization program and process,” Noble said. “Similar to Good Cause eviction, municipalities should be given the authority to appoint the landlords, tenants and other interested individuals to a rent stabilization board.
