Morocco’s highest financial oversight body issued 4,452 final rulings after its verification and adjudication of public accounts for 2024–2025, according to the Court of Auditors’ annual report. Out of the total rulings, 4,235 (or 95%) cleared the accounts that were the subject of the audits, while 217 rulings (5%) imposed surcharges amounting to MAD 57.88 million. It pointed to the high cost of the procedures and the limitations of the current liability framework, which no longer fully aligns with changes in public financial management. Public establishments accounted for 80% of cases brought before the Court of Auditors, while municipalities represented 89% of cases examined by regional courts of accounts. The public prosecutor at the Court of Auditors referred 20 cases involving suspected criminal offenses to the Court of Cassation.
