The Point in Time Count is a biennial census of unhoused individuals through the U.S. Department of Housing and Urban Development, conducted locally every other January by CAP Solano JPA and the Housing First Solano Continuum of Care. The 2024 Point-in-Time (PIT) Count recorded 1,725 people homeless in Solano County — a 46.3% increase from the last full unsheltered count in 2022. In Vacaville in 2024, the PIT count found 194 unsheltered individuals and 39 sheltered, for a total of 233. “If you arrest somebody multiple times at some point, they are going to say, ‘You know what, it’s probably not worth sticking around Vacaville,’” he said. Most of their connections are here in Vacaville.”The Thomsons spoke with Vacaville Police Chief Chris Polen about the issue last year, where Polen acknowledged that the department is taking a “different approach” to interacting with unhoused Vacaville residents.
