Syracuse school board Commissioner Twiggy Billue violated the district’s visitor policy before the incident that led to her removal, a teachers union complaint alleges. The union claimed Billue had previously entered school buildings improperly and past superintendents had been informed of it. In the complaint, the STA listed “other infractions” Billue committed, but the district blacked out the section. The union complaint charges that on Sept. 16, a teacher received notice that a child from a different class would be transferred to her classroom on Sept. 17. The district refused to provide all other complaints, including a parent’s complaint about Billue.
