Healey was set to unveil her budget in an early afternoon press conference at the State House. Compared to the budget Healey signed last year, it represents an increase of about $2.32 billion or 3.8%. He said he expects health care costs to be the greatest challenge in managing the budget through fiscal 2027. Excluding surtax revenue, the agreement foresees $42.2 billion in tax revenue for fiscal 2027, an increase of 2.4% over the fiscal 2026 benchmark.
