SPCA CONDEMNS MAN WHO FILMED TORTURE OF RATIn a statement by the SPCA, a North West man has been arrested after he filmed himself torturing a rat he had captured. ADVERTISEMENTThe video, posted on social media, shows the unidentified man pouring boiling water on the rat he had trapped in a cage. The man was arrested and charged with animal cruelty in terms of the Animals Protection Act.
