The conductor insults, shouts, abuses and even threatens passengers. Yet, astonishingly, those very passengers still pay him without complaint. Citizens endure collapsing infrastructure, unresponsive services and unfulfilled promises but continue to pay taxes, school fees, electricity bills and bus fares without demanding accountability.
