That would support a large housing development on both sides of the river, at Beckton and Thamesmead, unlocking potentially as many as 30,000 new homes. That could potentially see the Overground take over the Hertford branch, and depending on how they structure it, that could result in London Overground trains running between Moorgate and Hertford North/Stevenage. One issue is whether TfL would purchase a new fleet of Overground trains or inherit Great Northern’s relatively new Class 717 trains, which run on the line. TfL has a preference for standardising rolling stock where possible, but it would require a substantial investment to purchase a new fleet of Overground trains. That would require government support, but the housing report acknowledges that to build housing, some form of government support will be necessary to get the house building started.
