403(b) question-non retirement fund

I’m a teacher and my personal leave from a previous job was transferred to a 403b.
This isn’t my retirement fund, as I have a separate account with the state I live in (ASRS).
Essentially, I want to transfer the $9,000 in my 403b into my personal checking.
Is this possible?
