My fiancée contributed to her traditional IRA and didn’t buy any stocks

So we were discussing finances and my fiancée showed me her investment accounts.
In 2023 she contributed $6k post tax dollars to traditional IRA account #1 and in 2024 did the same to account #2.
She didn’t buy any stocks so it’s just been sitting there.
She also had a Roth IRA but hasn’t contributed anything this year.
Should we convert her traditional IRA contributions to her Roth?
